Passive defense
What is passive defense?
Any unarmed action that might reduce vulnerability of human resources, buildings, establishments, facilities and documents of the country against enemy's attacks is called passive defense. Simply put, passive defense includes series of actions taken to reduce possible harms that might be done in case of a war.
Passive defense programs are implemented so as to reduce possible harms to human resources and crucial facilities against enemy's attacks and to continue infrastructural activities and services to meet critical needs of the country in case of a war.
To elaborate, passive defense can be camouflaging strategic and critical facilities. Armed forces will take all the responsibilities in passive defense. On the other hand, all the institutions, forces, organizations, industries and even common people can have active and effective participation in active defense.
Passive defense aims:

  • Developing the quality and quantity of professional human resources
  • Enhancing country durability in critical situations
  • Increasing national resistance threshold as well as resistance factors against threats
  • Creating the culture and public belief regarding the effects of passive defense in reducing vulnerability

  • Doing research, producing science and technology, creating culture and turning them into public enlightenment
  • Completing country's defense cycle and positively cooperating with both active and passive defense
  • Internalizing the importance of considering passive defense instructions in development plans leading to constructing centers
  • Reducing country's vulnerability and exhibiting its national power as an important preventive measure
  • Reducing the enemy's threats on the country's critical infrastructures
  • Developing the quality and quantity of passive defense's executive power in the engineering infrastructures of the country (consultation and implementation)
