E-Participation document
This document has been developed with the aim of establishing an integrated management framework for implementing e-participation, enhancing the quality of decision-making, and improving public services. One of the key objectives of the document is to shift the policymaking approach from one-way, organization-centered methods toward collaborative, transparent, participatory, and data-driven policymaking.
According to this document, all departments of the Ministry of Science and its affiliated executive agencies are required to publish drafts of their legal and publicly disclosable documents—including regulations, bills, guidelines, circulars, and Board of Trustees resolutions—on the e-Participation Platform for at least 30 calendar days before their final approval. This will provide an opportunity to gather the views and opinions of stakeholders.
The participation process emphasizes leveraging the capacities of academic experts, non-governmental organizations, the private sector, and the general public. Furthermore, after the consultation period ends, the agency responsible for preparing the document is required to publish a report on the concerns and issues raised, along with participation statistics, and to provide documented and legally grounded feedback regarding the acceptance or rejection of the submitted proposals.
Other requirements of the document include publishing participation calls bilingually, establishing a direct link to the e-Participation Platform on the official portals of government agencies, and utilizing the media, social networks, and other communication tools to broadly encourage public participation. The document also provides for the development of incentive mechanisms, such as issuing electronic participation certificates, recognizing outstanding contributors, and establishing a digital citizen ranking system to promote a culture of participation.
